Speex frontend

Speex is a free, open source, multi-platform, speech codec. It`s a console program and many Windows users don`t like to work in the console (DOS-Box). That`s why I made Speex frontend. The frontend makes a Batch file for speexenc.exe or speexdec.exe and executes it. You need the Speex binaries to do the actual coding. They are not included with the frontend.
